I think this ribbon is associated with the IOOF organization based on the picture shown header/clasp at the top of the pin, although when I try to translate it, it appears that this might be a "Sister Organization?" of either that fraternal organization of perhaps another. The handshake image is common to IOOF but these hands have "frilly cuffs" that also also indicate a female organization.This ribbon is from an estate in Silverton, Colorado. Many of the miners who came to the Silverton - Durango area were from parts of northern Italy - Tyrolia - which probably accounts for the messaging being in Italian. Some of the fraternal organizations in Silverton and Durango combined as population changed due to boom and bust mining.
The pin clasp at the top of the ribbon allows the wearer to reverse the ribbon from the "red, white & blue" political side to a more somber "black" side for formal events. The ribbon seems to be in good condition although I don't know what they were like when they were new. There may be some fading and it appears that a couple of hanging tassels have gone missing over the years.
